If you own a Windows, you can find Photoshop in office stores such as Staples. If you own a Mac it's a little more difficult to find, but not out of the question (otherwise I wouldn't own one =P). Anyway, if that's the case, just look at good computer stores (or ones that cater to Macintosh) such as Fry's. As for online... Here's the maker site. You can always check somewhere for a discount first, but here they are anyway:

http://www.adobe.com/

If all you are doing is coloring pictures, Photoshop 7 should suffice. People and professionals have done perfectly good work on it. I own CS and I have yet to find all the little things to do, so I'm having fun. Anything above that I would guess you don't need, but check out the features for each in case I am wrong. I don't know you personally after all. =P

Sorry for getting a bit off topic, Beeg. ^^;;

Illustrator... is good to use, but Illustrator is tend for more web base style of cell shade.

Actually, Illustrator is still good...
The difference between Photoshop and Illustrator is that Photoshop does it's pictures in a rasterized (pixelated) format while Illustrator forms its shapes and lines by equations (vector art). Vector art is great for resizes because none of the quality is lost, no matter how much it is expanded or compresed. So it can be great for printing.

The thing to keep in mind is the color mode you use. RGB for web and CYMK for print.

Yes, I've had this hammered over my head, if you couldn't tell. ^^;

And cell painting isn't a much different idea... it's not like colors get swirled together unless it's on a background... so the Illustrator coloring should be fine...

(I'm sorry if this has little relevance. It's late over here, so I doubt I'm understanding everything well...)

Ahahaha. Don't sweat (or heat 0_0)

I know that I have illustrator my self, it came along with my CS2.

anywhom, Illustrator will make lineart much easier, since it can detect lines. *vectorness* (wlamp)
